How Council is planning for climate change

Sea level rise - what the government and Council are doing

In March 2009 the NSW Government released a new Draft Sea Level Rise Policy.

The policy adopts new sea level benchmarks for the 2050 and 2100 planning horizons. It has significant implications for coastal planning in Shoalhaven City Council and for other local councils along the NSW coastline.

The new sea rise predictions are higher than those previously considered in Council's planning and will affect many aspects of the coastline, including coastal communities, home owners, existing and future development, assets such as roads, water and sewer supplies, recreational access, dune stability and coastal vegetation.

Council is updating its coastal planning to take into account the NSW draft Sea Level Rise Policy (March 2009) and other climate change information.

Coastal Hazard Maps - erosion (beaches)

Council has reviewed the impact of coastal hazards on the beaches along the Shoalhaven coastline, using the parameters set out in the new NSW Government policy.

Coastal Hazard Maps - Geotechnical (cliffs)

The impact of coastal hazards on the cliffs along the Shoalhaven coastline were assessed by SMEC in 2008. Geotechnical hazard maps are included in this report. The geotechnical hazards are not altered by sea level rise.

Updating our Coastal Zone Management Plan

Council is now reviewing and updating the draft Coastal Zone Management Plan. The revised Coastal Zone Management Plan will be available for community comment early in 2010.

Coastal risk development controls

After considering a report Council decided on interim development controls in coastal hazard areas, using the new hazard information for the 2025, 2050 and 2100 planning periods.

Council has also released questions and answers explaining the technical studies and the terms used to describe coastal erosion hazards and what they mean for planning and development.

A comprehensive Coastal Risk Precinct Development Control Plan (DCP) is currently being developed by Council. It will guide future development assessment for coastal areas. This DCP will be the subject of community consultation and is expected to be reported as a draft to Council and publicly exhibited before the end of this year.

Letter to affected land owners

Council has written to land owners whose property is affected by coastal hazards when predicted sea level rise is taken into account.
