The Rehabilitation Cost Estimation (RCE) tool has recently been updated by the NSW Resources Regulator. The update introduces revised benchmarks and guidance for estimating mine rehabilitation costs.
From 2 March 2026, all mining leaseholders are required to use the updated RCE tool when preparing rehabilitation cost estimates. This represents a change in how rehabilitation costs are calculated, documented and reported, and how rehabilitation obligations are addressed across planning, reporting and compliance processes.
For more than 30 years, Umwelt has supported clients through regulatory change by helping translate new requirements into practical, site-specific outcomes. Through its Environmental Management and Compliance (EMC) Team, Umwelt is already assisting clients to understand the implications of the new RCE tool and how it fits within existing documentation and approval frameworks, including Rehabilitation Management Plans, Annual Rehabilitation Reports, Forward Programs and closure planning and financial provisioning.
Our team has experience supporting mining projects across coal, base metals (e.g. copper, nickel), precious metals (e.g. gold), iron ore, mineral sands and quarries nationwide, and works with clients across the full project lifecycle to help deliver excellence in rehabilitation planning and outcomes. This work supports Umwelt’s commitment to Change for the Better.
Further information on the RCE, including guidance material and access to the tool, is available on the NSW Resources Regulator website.
If you would like to discuss how the revised RCE tool may apply to your site, or how it can be integrated into existing rehabilitation and compliance processes, we can assist you.
